Naidu reviews NE states’ meet
ITANAGAR | Apr 20 | UD, Town Planning, Municipal Affairs, Land Management Minister Nabam Rebia today urged union minister to allocate Rs. 470.44 crore to Arunachal Pradesh under AMRUT (Atal mission for rejuvenation and urban transformation) as special package.
Addressing a review meeting of NE states on April 18 last, chaired by Union UD Housing & Urban Poverty Alleviation Minister M. Venkaiah Naidu, Rebia argued that the Itanagar Municipal Council was unable to avail funding from Asian Development Bank and JICA for infrastructure development of Capital city, according to an official release.
On Smart City Mission, he informed that the GoAP has submitted proposal of Itanagar and Pasighat to union MoUD on March 31 last for consideration. However, he urged the MoUD to consider both the proposals during this fiscal.
The minister also pleaded for: release of additional central assistance (ACA) of Rs.26.44 crore to complete five ongoing projects sanctioned under the urban infrastructure & governance component of JNNURM within current fiscal; enhancing central incentive of Rs.4800 to Rs.12000 for construction of individual household latrine and raising the ACA from Rs.39200 to Rs.47040 per seat for construction of community toilet under Swachh Bharat Mission (Urban); releasing balance central share of Rs.48.58 crore for completion of 15 ongoing projects under MoUD and releasing central share of Rs.13.46 crore for completion of five ongoing projects under Union MoH&UPA under 10% lump sum schemes to benefit NE including Sikkim.
Pointing out that Arunachal Pradesh is unable to avail funding under NE Region Urban Development Programme (NERUP), funded by ADBank due alleged objection by China.
Pointing out that construction of a house of 30.00 sqm carpet area as the present allocation of Rs.1.50 lakh is too meager for construction of a house having 30.00 sqm carpet area in the state, he sought enhancement of allocation from Rs.1.50 lakh to Rs.2.50 lakh under Pradhan Mantri Awas Yojana – Housing for All(Urban). However, Naidu has suggested the GoAP to provide its own share at par with others state for such construction.
Central share under Deendayal Antyodaya Yojana-National Urban Livelihoods Mission is not released as per annual allocations for which the GoAP has been facing implementation hurdle, he said and the GoI to act for smooth implementation and hike annual allocation for capacity building & training from 12% as it was insufficient.
Rebia has urged for early release of all balance funds under various programmes for effective implementation in his backward border state.
