CoSAAP lauds GoAP decisions, to suspend non-cooperation stir

 

ITANAGAR | Jun 29 | In-charge chief secretary Satya Gopal in a meeting with CoSAAP representatives here today   highlighted the GoAP decision on implementation of FR-56 which was one of the core demands of the employees since decades and effecting date of the implementation w.e.f. 01.01.18 and review of NOC and restoration of medical attendance rules (MAR).

He also informed that the GoAP could not implement FR-56 with immediate effect because of so many disadvantage parameters affecting employment generation for the younger generation and also with a view to take alternative tangible solutions in the event of implementation of FR-56. Therefore, he urged them to bear with the GoAP’s decision although it will deprive certain percentage of retiring employees.

They were assured that notification for implementation of FR-56 would be notified shortly and circular on restoration of MAR be issued by July 5 next, modification of NoC system as per suggestion of CS on  25.10.16, the matter will be again discussed on her arrival for favourable consideration.

Welcoming the Govt.’s decision on implementation of FR-56, CoSAAP  CEC president Pate Marik thanked the GoAP for the bold positive step but also expressed dismay for not considering employees retirement wef 31.12.17 are left out. He requested the GoAP to reconsider the effecting date so that the retiring employees do not go with heavy hearts. He also  lauded move to restore MAR from the date of APCMUHIS was stopped.

While taking note of optimistic discussion on both parts and in order to facilitate the GoAP  to come out with the orders and notification and facilitate consideration of other pending  CoSAAP demands, it was decided to suspend the ongoing  non-cooperation indefinite pen/ tools down strike temporarily after due consultation with CoSAAP district units,  Marik said in a release.

The GoAP representatives besides Gopal were  finance commissioner Ashish Kundra, H&FW commissioner  Kaling Tayeng, IGP Nobin Payeng, secretary to CM  Sonam Chombey and GA  Dy. secretary Ikar Dirchi while   16-members CoSAAP team besides its president included secretary general Gonya Riba.
