ITANAGAR, June 29: While interacting with Arunachal Pradesh Civil Service entry grade (lateral) 2017 batch officers of at Raj Bhavan here today, Governor Brig. (Retd) B D Mishra spoke about important articles of the Constitution relevant for their duty, the institution of governor and ways to shape their careers.
Administrative officers being most important link in governance should facilitate good governance for wellbeing and development of state people, he said.
Giving copy of fundamental duties to each officer, he reminded them of their duties and obligations towards fellow citizens. They should develop scientific temper, humanism and spirit of inquiry and reform, he said.
Referring to Articles 154, 159, 163 and 371 (H), he highlighted on executive power of state vested with the governor and his duties and obligations.
Pointing out that as he has subscribed the oath of governor, he will devote himself to the service and wellbeing of state people and go full length to preserve, protect and defend the Constitution He referred to Article 371 (H), which gives the governor special responsibility relating to sate’s law and order.
Urging them to work with dedication to bring development to every corner of the state, he advised them to adopt selflessness spirit to ensure that challenges facing the last man on the last rung of the society in education, development and health are addressed and mitigated.
He cautioned them that there will be many challenges, interferences, pressures, threats and inducements to detract them in carrying out their official duties properly and advised them to develop a reputation of being transparent, accountable and work with a ‘no personal gain’ bottom line.
He exhorted them to remove corruption and ensure that every paisa spend under their power is accounted for. They must meet every visitor and no visitor to their office should return unattended.
