Though the columns of your esteem daily, the undersigned would like to urge the above authorities to withhold Smart/Virtual classrooms project.
The project aims at to serve as a mechanism to bridge the gap to ensure quality education in each secondary and HS schools by enabling computer aided learning under CM’s Adhunik Shiksha Yojna to cover nearly 1500 classrooms.
Deputy Chief Minister Chowna Mein while presenting 2017-18 budget on March 10 last had announced allocation of Rs 30 crore for this innovative project and the GoAP signed MoU on the same day on pick and choose basis, the ACS said, adding this was in violation of NICSI’s guidelines to call for NIT/quotation/expression of interest of companies empanelled with Union Ministry of Communication and IT.
But the GoAP neither invited NIT etc nor EdCIL (India) is in empanel list that violated the laid down principles, the ACS claimed while opposing implementation of the project in the name of more visualization of syllabus in the name of Smart Class/Virtual Classrooms.
Arguing that the board of members (BoM) appointed to implement the project speaks of dying quality of education, and one or two persons taking close-door decision will indirectly help the agency to siphon the state exchequer instead of serving greater welfare of the state. However, claiming that the project was surrendered last financial year, but being processed again by some vested interest, despite questions raised against the EDCIL for not performing as per requirement in last Assembly session, I request to stop file process.
The ACS having enough documentary evidences against functioning of K-Yan System, will not allow siphoning of public money. If the demand is not met, the ACS would be forced to go for democratic movement.
