Papaunallah- Nirjuli NH to undergo sea changes after rainfall stops: DC

ITANAGAR, Jun 28:  Traffic congestion is getting more accentuated and compound in Capital Complex due to heavy monsoon rainfall-triggered landslide threat in different stretches of four-lane National Highway-415.

A four-wheeler takes around two hours from Nahalagung to Itanagar due to traffic congestion, particularly from Nirjuli to Papaunallah by taking the commuters for a ride and raising a pertinent question – Is there any traffic management in Capital Complex?

Haphazard parking on both sides of the highway, particularly in market areas of Naharlagun and Itanagar, serves as a drug for smooth traffic movement. The traffic congestion intensifies by bikers who move in the centre of both sides of moving vehicles from Nirjuli to Papu Nallah areas where the four-wheelers even move in two rows in both directions forcing the traffic to move at tortoise speed.

The widening process of existing double-lane under Package-B from Papu Nallah to Nirjuli and Package-C from Nirjuli to Banderdewa is continuing. Capital Complex DC Talo Potom in his Itanagar office reviewed with M/s T.K. Engineering Consortium Pvt. Ltd. (TKE) director Ratu Techi to speed up the process.

Responding to various questions from media on traffic congestion, DC Potom clarified that the NH with permanent width of 30 metre (right of way-RoW), has been approved. Land has been procured, including upto 90% from Leki to Nirjuli, by paying compensation as per rules.

Though constructing agency TKE has deployed enough men and machineries to speed up works, but executed works are being washed away by torrential rains this year, while repeated landslides have been posing challenges for the works as well as traffic movement, he said, adding the works would be visible only after the rain ceases.

DC Potom, who on a tempo and bike took stock of the traffic movement status recently, said “Traffic movement is horrible from Benjamin Hotel to Yupia tri-junction stretch due to haphazard movement of bikes and four-wheelers.

The chief minister and chief secretary have directed to speed up and complete the projects at the earliest, Potom said, adding the district administration has been monitoring proactively, but willing cooperation of the people holds key for speedy work progress.

Though one-km stretch works of Papu Nallah to Nirjuli under Package-B started four to five months ago, but heavy monsoon rains have been posing tough challenges despite adequate manpower and machineries at our disposal, TKE director Eng Techi said.

The DC had one to one meeting with land owners before acquiring land for the RoW to pay compensation. Thus, it is time for all to cooperate to change the face of NH-415, the lifeline of state capital, he said, adding “We are committed to execute the projects which would intensify after the rains.

The Union Ministry of Road Transport and Highways had sanctioned four highway projects of 52.405-km worth Rs 1139.12 crore for Arunachal Pradesh during 2020-21 to be undertaken on engineering procurement & construction (EPC) mode, as tweeted by Union Minister of Road Transport & Highways Nitin Gadkari.

The projects were: 4-laning of Itanagar to Banderdewa section of NH-415 (Package-B & C) with a budget Rs 496.47 crore and Rs 437.6 crore respectively, widening of existing 2-lane road with paved shoulder from Hukanjuri to Khonsa section of NH-315A (Package-C) with a budget Rs 182.55 crore and strengthening of road from Holongi to Itanagar section of NH-415 with a budget Rs 22.5 crore.

The Package-A from Chandranagar in Itanagar to Papu Nallah in Naharlagun including construction of under pass at Bank Tinali, smart lighting along the highway besides road widening by PWD (NH) & power departments, contractors TKE and Bajaj Electricals supported by district administration,  was completed and dedicated to the state people by chief minister on March 28 last year.
