Education scenario underwent vast transformation, says Tedir

ITANAGAR, Jan 23: “Education scenario of Arunachal Pradesh has undergone vast transformation since 2019 under my tenure for overhauling all aspects of the teaching process,” Education Minister Taba Tedir said in an exclusive interview to this daily in his Civil Secretariat office here on Monday.

“You are basically an engineer but what is the mantra that the recent Annual Status of Education Report (ASER)-2022, the nationwide field survey conducted by Piramal Group, has indicated overall enrolment rate (in age group 6-14) above 95% for past 15 years and increased from 97.2% in 2018 to 98.4% in 2022 despite school closures during COVID-19 pandemic. Proportion of enrolled 3-year-old girls in some form of early childhood education stood at 64.4% in 2022, an increase of 4.2% over 2018 levels. There is a substantial shift in enrolment patterns of young children in the age group 3-5 years. In 2022, 42.7% of 3-year-olds were enrolled in anganwadi centres as compared to 35.2% in 2018. Among 4-year-olds, anganwadi enrolment has increased from 25.7% (2018) to 29.8% (2022)?”

Pointing out that ‘Where there is a will there’s a way’, he said: “bold steps were taken to ensure training of teachers to boost teaching quality, the Sarba Siksha Abhiyan (SSA) teachers started getting regular salaries instead of once in six to seven months like in the past while departmental promotion committee was conducted in every six-month interval for promotion that motivated teachers to work with sincerity and dedication”.

The state Govt led by Chief Minister Pema Khandu decided to improve infrastructures of all schools across 25 districts, made posting and transfer of teachers transparent, developed and activated department’s web portal which indicates posting of teachers and teaching which subjects that helped in monitoring performance of the teachers, he said.

Asked about reasons for rise in enrolment of girls, he said that Prime Minister Narandra Modi’s Beti Bachao, Beti Padhao Abhiyan (Save the girl child, educate the girl child) movement made parents conscious to educate their daughters and that also awakened the girl students, he said, adding girls have been performing much better than boys in classes-X and XII. The dropout rate of students is also monitored to reduce it.

Moreover, early care children education (ECCE) for students in the age groups of 3 to 6 was effected in good private schools earlier, but it has been implemented in state’s 500 schools, he informed.

The National Educational Policy-2020 based on principles of access, equity, quality and accountability in 5+3+3+4 structure (12 years of school and 3 years of anganwadi/pre-school) replacing old 10+2 structure is being implemented in true spirit in the state, he said.

“I review the education scenario with officers concerned every months and get the web site updated. That is why the ASER-2022 has given such impressive outcome,” he added.

It may be recalled that a batch-wise training on sensitization of various schemes under Samagra Shiksha for zila parishad chairpersons, ZPMs, all councilors & corporators of Itanagar Municipal Corporation and Pasighat Municipal Council was conducted in October 2021.
