APIC penalizes 3 defaulting PIOs

ITANAGAR, Nov 29: Arunachal Pradesh Information Commission (APIC) under section 20(1) of the Right to Information Act imposed penalty of Rs. 25,000 each on Ziro hydropower EE Lod Naku, Khellong forest division, Bhalukpong DFO V K Jawal and Aalo WRD EE T. Kamcham for refusing to furnish information sought by the seekers.

Naku was asked on 01.08.18 to furnish detail information relating to implementation of Paguk MHS hydel at Palin till date since 2008 by Tako Olo which was denied by the public information officer (PIO) concerned.

Jawal was asked to furnish information by Tamchi Siina relating to implementation of TFC, Campa, SIDF, SADA and Sketch Map of Khellong forest division which was denied by the PIO concerned.

Kamcham was penalized for furnishing partial information to Nyami Yorpen on implementation of various MIP projects within Mechuka Assemble Constituency under AIBP schemes during 2013 to 2016.

Taking cognizance of the appeals of aggrieved information seekers,  the APIC issued notices and orders with a direction to the those PIOs to furnish the information sought failing which they would be penalized. After having given opportunity to appeal before the APIC court along with required information, information commissioner Abraham K. Techi invoked section 20(1) of the RTI Act and imposed penalties to the three defaulting PIOs.

He further invoked section 19(8) (b) of the RTI Act and directed Yingkiong PWD EE R.N. Singh to compensate information seeker Amin Danggen with Rs. 22.360, which he had incurred while seeking the information pertaining to building road bridges, walls, drains and other maintenance work from Likor to Paling.

The defaulting PIOs are to produce duplicate treasury challans of penalty paid along with information sought before the APIC on  December 10 failing which it will invoke section 20(2) of the RTI Act and recommend disciplinary action, according to an APIC order.
