Organisation alleges fund embezzlement by former HPDCL chairman

ITANAGAR, Mar 04: The Yuva Against Corruption Sangh (YACS) on Thursday alleged Arunachal Pradesh Bamboo Resource Development Agency (APBRDA) chairman of siphoning of developmental fund to the tune of over six crore when he was serving as the managing director of Hydro Power Development Corporation Ltd (HPDCL).

Addressing media persons, the organisation giving a detailed chronology of events informed that, during 2018, the Arunachal Pradesh Building and Other Constructions Workers Welfare Board (APB&OCWWB) had approved Rs 300 lakhs to the HPDCL for construction of transit accommodation/laborer shed-cum-night shelter at Pasighat, Namsai and Tawang.

“As per the documents obtained through RTI, there is no record of bidding process being undertaken against the NIT issued for the laborer shed-cum-night shelter projects, while Rs one crore has been utilized for the laborer shed-cum-night shelter project at Pasighat, Rs two crore for Namsai and Tawang is missing,” YACS chairman K C Abo alleged.

Abo added that following non-execution of the projects by HPDCL even after a lapse of six months, the APB&OCWWB secretary sought refund of the funds on multiple occasions and had even warned of legal actions but no response was ever made by the HPDCL chairman.

It also alleged the chairman of misappropriating and siphoning of Rs 300 lakhs meant for construction of Taksang Chu Nallah SHP (2×1700 kw) and Taksang Gompha Nallah SHP (2×800 kw) at Tawang.

The YACS chairman claimed that the documents obtained through RTI indicates that the Rs 2.95 crore had been sanctioned to one Altman, Kolkata whereas, the physical progress of the Taksang Chu Nallah SHP (2×1700 kw) stands at only three percent and civil work at 10 percent.

“The Taksang Gompha Nallah SHP (2×800 kw) is yet to be initiated while the balance amount against the project is nil,” he added.

The organisation has demanded immediate investigation into the matter by the SIC and has also urged the chief minister’s intervention on the matter.

Meanwhile, the APBRDA chairman has rubbished all allegations and has termed it baseless.

He said that the laborer shed-cum-night shelter projects at Namsai and Tawang has not been initiated due to non-acquisition of land for its construction. He added that funds meant for the projects are still with the HPDCL.

In regard to funds for the SHP projects at Taksang in Tawang, he informed that the state government had sanctioned Rs five crores for the projects but Rs one crore only was released by the state government for the Taksang Chu Nallah SHP during his tenure as HPDCL chairman, which has been utilized.

“The state government is yet to sanction the remaining amount for completion of the projects while the central government is also yet to release another Rs 20 crore for the projects,” he added.
