APPDSCCA refuses to transport PMGKAY rice for non-payment of outstanding bills

ITANAGAR, Nov 29: Arunachal Pradesh PDS Carriage Contractor Association (APPDSCCA), in a memorandum to chief secretary here on Monday, has conveyed its inability to lift and transport rice of Pradhan Mantri Garib Kailyan Anna Yojana (PMGKAY) of Phase-V for free distribution for four months from December next as announced by the Centre.

Pointing out that the APPDSCCA has transported PMGKAY rice smoothly to hilly and remote areas for free distribution for 15 months from 01.04.20 phase wise, i.e. 1st phase (April, 2020 to May, 2020 for two months; 2nd  phase (June’20 to Oct’20 for five months; 3rd phase (May’21 to June’21); 4th phase (July’21 to Nov’21) during COVID-19 pandemic without any complaints despite various hardships.

This sincere hard works to transport free rice along with ration rice on under NFSA scheme were in anticipation of timely payment.

But, regrettably, not a single penny has been paid till date causing hardship to all transporters. Most of them are debt ridden and reeling under bankruptcy due to non-payment of their transportation bills for both categories of rice since 01.04.19, said the memo, signed by APPDSCCA president Sangha Tagik Masang.

It also resented against non fixation of transportation rate for free rice distribution under PMGKAY by the state and central Govts.

Therefore, all transporters have decided not to lift and transport rice anymore ion due to shortage of working capital. However, transportation could be possible subject to advance payment for Dec, 2021 to March, 2022 as announced by the Centre Govt. The APPDSCCA also urged to fix exact rate for transportation of free PMGKAY rice.
