1 GoAP staff drawing salary from two places to face action: Ringu     

NAHARLAGUN, Aug 30: Expressing shock that one GoAP employee of a particular department was drawing salary from two places since March 2019, finance secretary Y. W. Ringu conveyed her serious concern over such a lapse and hinted that action would be initiated against the defaulters.

While interacting with the participants of a workshop, ocnducted by Hero Mindmine Pvt Ltd (HMPL) in collaboration with finance department at D. K. Convention Centre here on Friday, she asked the DDOs to be well-versed with the latest financial rules to ensure smooth transaction of Govt funds.

In their interactions through a power point presentation, the Accounts and treasuries director Biju Mozumdar of HMPL said that New Pension Scheme (NPS) was introduced in this state w.e.f. 1.1.08 and guidelines for implementation notified on 18.06.09. Initially known as NPS, it was renamed as National Pension System w.e.f. 01.01.04.

Accounts & treasuries director will maintain NPS accounts of all subscribers fetching interest at par with GPF as a temporary arrangement, as notified. An agreement was signed between GoAP and National Security Depository Limited (NSDL) on 08.01.13 being the central record keeping agency (CRA).

The first NPS account no (AP/NPS/11/0001) was allotted to   forest department peon Topha Tingkhatra. In all 19,539 employees till date are registered under the NPS. Initially, permanent pension account number (PPAN) was allotted to NPS subscribers. The employees contribution (10% of total basic pay plus grade pay plus DA deducted from his/her salary bill by the DDO concern) and equal amount of Govt share are sent  to O/o DAT.

FAOs, TOs, DDOs, staff of finance, accounts & treasuries and audit & pension departments were participants. (DIPR)
